Referring to my note of 15th inst. I have had printed my protest, dated 11th inst., against the Bill entitled "An Ordinance to provide for the summoning of Chinese before the Registrar General", No. 40 of 1899, and now enclose a copy thereof. I had the document
printed on the recommendation of friends, Chinese and others, and because I consider that the Bill in question is thoroughly unconstitutional,— nothing short of a mischievous piece of class legislation. I may mention that I am forwarding a copy of
Protest to a number of friends in and out of Parliament, also to the Press in England, and I earnestly beg that you will give it due consideration.
